To the Greenwich District Board of Works. Gentlemen, According to the practice of preceding years I beg to lay before you the annexed Tables which will convcy briefly, but correctly, not only the mortality for the past year, but also a comparative account of the mortality of previous years. Through the kindness of Mr. Saw, the Superintendent Registrar for this District, who has supplied me with Tables containing a statement of the Population as finally revised for the Census of 1861, I am enabled to give you a more accurate account of the mortality of the District in its several divisions, and as a whole, than in former years. On referring to Table No. 12, you will perceive that there has been a large increase in the population of the District during the past 10 years. The Parish of Greenwich has now a population of 39,872, showing an increase of 4844 since the former Census of 1851. The Parish of St. Nicholas, Deptford, according to the late enumeration has a population of 7977, being an increase of 906 upon the Census of 1851; and the Parish of St. Paul, Deptford, contains a population of 37,732, which number will show the enormous increase of 12,833 inhabitants during the last 10 years. 8 The number of houses in the District has also increased in the same ratio: thus, in the year 1851, the Parish of Greenwich contained 5916 houses, but in the present year 6507 houses have been returned for the Census, being an increase of 591 houses during the past 10 years. According to the Census of 1851, the Parish of St. Paul, Deptford, contained 4575 houses, but in that of 1861 the number shown on the Register amounts to 6209, being an increase of 1634 over the year 1851. The Parish of St. Nicholas, Deptford, will show a slight decrease in the number of houses: thus, in the year 1851, there were 1278 houses registered, but for the present Census only 1246 houses have been returned, showing a decrease of 32 during that period. This decrease appears to have arisen in consequence of a portion of the Parish having been purchased by the Government for the purpose of enlarging the Dockyard, the houses being thereby demolished. For a more detailed account of the houses in the District I beg to refer you to Tables Nos. 13 and 14, annexed to this Report. It gives me great pleasure to be enabled to report to you an improved account as regards the mortality of the District during the past year of I860. On referring to the annexed Tables it will be seen that the number of Deaths registered for the entire District amounted to 2015, being 112 less than in the preceding year. This diminution would appear to have depended on the reduction in the number of Deaths from Epidemic Diseases, which can be readily perceived on referring to Tables No. 6 and No. 8. The causes of Death from all other Diseases have shown but little variation during the past four years. The Deaths of Children under 5 years of age still bear a very large proportion, being upwards of one-third of the entire mortality of the District. I have in many of my former Reports pointed out the known or supposed causes of this great infantile mortality, it will therefore be superfluous to repeat the observations in this Report. The rate of the mortality of the District is clearly shown in Table No. 9. The population as seen by the figures in 9 that Table will be the correct numbers according to the finally revised forms of the Superintendent Registrar of the District; the rate of mortality, which I have been unable to place before you during the previous years of the operations of your Board, can, therefore, now be correctly ascertained. In that Table it will be seen that the Death-rate for the entire Parish of Greenwich is only 17 and a fraction per 1000 of the population. The Death-rate for the Parish of St. Paul, Deptford, will be 20 and a fraction, and that of .the Parish of St. Nicholas, Deptford, will be 20 and a fraction. The Death-rate of the whole District, excluding Hospitals and the Union House, will therefore be 18 and a fraction per 1000 of the population. These figures will bear a very good position when compared with all the Metropolitan Districts. I could enter much more fully into the statistics and mortality of the District, but I consider further details would become tedious, more particularly when the annexed Tables so fully demonstrate the condition of the District during the last and preceding years. I therefore confidently leave them to your perusal. During the past year upwards of 2000 houses have been inspected in the District: 163 houses have been drained into the sewers, 118 in Greenwich, and 45 in the Parish of St. Paul, Deptford: 62 houses have been drained into cesspools, 14 in Greenwich and 48 in the Parish of St. Paul, Deptford: 51 closets have been furnished with a water supply: 505 privies and cesspools have been emptied and cleansed, 216 in Greenwich and 289 in the Parishes of St. Paul and St. Nicholas, Deptford: and 129 nuisances of various descriptions, such as the keeping of pigs, the accumulations of dung-heaps and other filth, &c. &c., have been removed, 98 in the Parish of Greenwich and 26 in the Parishes of St. Paul and St. Nicholas, Deptford. A great number of nuisances have been removed and abated which have arisen from the various works of Trade and Manufacture in the District, but more particularly in the Parish of St. Paul, Deptford, the owners of many of which works have been summoned before the Magistrates in 10 quence either of their refusal to discontinue, or neglecting to remove the causes of complaint against their works, and I have the satisfaction of stating, that in every instance in which proceedings have been taken by the Solicitor, under the orders of your Board, against the Proprietors, a conviction has been obtained and a fine imposed upon them. It may not be inappropriate at the present time for me to say a few words on Trades' Nuisances and the offensive effluvia arising from the various Manufactories in the District. I have often been asked whether the effluvia are injurious to the inhabitants living in the neighbourhood of such works? My answer invariably has been, "That I do consider them injurious, not only to the inhabitants of the immediate locality, but also to the whole district." I am desirous of expressing to you my opinion rather more fully on this subject, in consequence of the very obscure ideas most persons entertain of what is meant by such-and-such a nuisance being injurious to health. It would appear from observations that have fallen from many who have made the enquiries, and from arguments used by parties desirous of defending or screening the owners of such properties, from the imputation or the reality of creating or diffusing effluvia from their premises which are really injurious to health, that they suppose the phrase "Injurious to health" means the direct production of some pestilential disease, such as Cholera, Typhus Fever, Scarlet Fever, or other serious maladies that may happen to arise in localities exposed to these effluvia. Now such is not the meaning of the phrase "Injurious to health," and such is not the proper acceptation of the term as understood by Medical and Scientific Men. I do not pretend to say that under certain conditions of the human system such effluvia may not tend directly to produce certain maladies, for undoubtedly they do; but I think it would be wrong to attribute the general unhealthiness of certain districts entirely to the effluvia arising from these manufactories. Nothing would be more absurd than to suppose, if an epidemic should break out, or any other disease arise in the neighbourhood of 11 factories of the description referred to, that such epidemic or disease should be dependent entirely on the pernicious influence of such factories. But it would be equally absurd to suppose that, in the event of an epidemic or any case of illness occurring near these sources of effluvia, the smells and gaseous products emanating from the works would not exert a very injurious influence on and greatly aggravate such diseases. It must be clear to every attentive observer that every gaseous body, which does not actually assist in the formation or composition of pure atmospheric air, must be a pollution of that atmosphere. It therefore follows that an atmosphere polluted to whatever trifling degree, and however much that foreign gaseous body may be diluted before it reaches the lungs, must exert an injurious influence on tbe result of any particular case of disease. Unless, then, it can be shown that the atmospheric air, contaminated by the gaseous products arising from these manufactories, exerts a beneficial influence, which, I believe, no one will attempt to assert, and although the baneful effccts may not be immediately shown, and may be slow in their operation, still, this one fact must speak for itself, and must convince every sceptic, "That the average age of human life is far greater in a rural than in an urban population." It has frequently been urged that men engaged in noxious trades are generally strong and healthy, and in cases where a prosecution has been directed against the owner, some of the workmen have been brought forward to give evidence that they have never suffered from the effects of the effluvia arising from such trades, even though they have been inhaling them in a more concentrated form than when disseminated through the atmosphere. Such arguments, however, will not prevail. The men engaged in such occupations generally show a pale, sallow, and unhealthy aspect, and although they may for years pursue such avocations without being actually compelled to absent themselves from work, still their constitutions do eventually suffer; they fall into premature old age, and are frequently consigned to an early grave. I would again compare the workman or labourer at 12 manufactories with the labourer in the country. The countryman goes to his daily labour unsupported by the use of stimulants and alcoholic drinks, but the reverse applies to the labourer at the places of work above alluded to. And what is the cause of this different mode of sustaining the powers of life? The countryman breathes a pure atmosphere, the natural stimulus to the powers of the body, and is enabled to dispense with the artificial stimulus of drink. The labourer in these manufactories inhales an atmosphere impregnated with the noxious gases from their several sources of manufacture, thereby deteriorating and lowering his vital powers, and driving him to the use of alcoholic stimulants to counteract the baneful influence exerted upon a depressed and weakened frame. There is another subject connected with manufactories, or trades' nuisances, that I am desirous of alluding to. Independent of the unpleasant odours arising from such works, which sometimes creates nausea, vomiting, loss of appetite, and other ailments, they exert a powerful influence, in a sanitary point of view, on the dwelling houses of the immediate locality. It continually happens that in consequence of the offensive nature of the smells arising from the works, the inhabitants are compelled to close their doors and windows, thus rendering the already too confined and ill-ventilated rooms of the poor still more vitiated and impure by the exclusion of pure air so necessary to their health and strength : and it also frequently happens that the smells arising from the works are much stronger during a period of the year when the admission of fresh air is most necessary. This latter part of the subject equally demands your attention, and should be considered alone a sufficient cause for the interference of the Board to prevent or remove such continued sources of mischief as are continually arising from many of the manufactories in the District.
